Doctors Alert: Ontario Now Offers PR Without a Job Offer (2026 Update)

Ontario OINP 2026 Update: New PR Pathway for Self-Employed Physicians
Ontario has introduced a major immigration update aimed at tackling the province’s ongoing physician shortage. Through recent changes to the Ontario Immigrant Nominee Program (OINP), more internationally trained doctors now have a clearer path to permanent residence.
Effective January 1, 2026, amendments to Ontario Regulation 422/17 allow eligible self-employed and independently practising physicians to qualify for PR without the need for a traditional employer job offer—a significant shift from previous requirements.
This update aligns with amendments to the Medicine Act, 1991, also effective January 1, 2026, reducing barriers and supporting faster integration of qualified foreign-trained physicians into Ontario’s healthcare system.
